The new healthcare law, called the Patient Protection and Affordable Care Act requires each state to set up and maintain a Pre Existing Condition Health Insurance Plan or have the federal government manage the program on their behalf.  The Pre Existing Condition Health Insurance Plan makes medical insurance available to people who are unable to qualify for individual, family or self employed medical insurance due to a pre existing health condition.
